Hostile Environment
A hostile environment is described as speech, writing or actions which are "sufficiently severe, persistent or pervasive so as to interfere with or limit the ability of an individual to participate in or benefit from the recipient's programs or activities."
An example might include displaying posters that mock the characteristics of a certain nationality. It should be noted that at a college, there may be certain classes or activities where such speech might be accepted. Context is critical to determining whether a hostile environment exists.
It's also important to note that a hostile environment can be charged regardless of whether the people creating it are faculty or staff of the College. What matters is whether the College takes action to correct it.
