FA17: GOV BUDGETING & PROGRAM ANALYS: 11132

This course will cover the tools and techniques, processes and politics of governmental budget preparation, justification, presentation, and review. While the basic principles of public budgeting apply to federal, state and local governmental units, as well nonprofit agencies, this course will focus on municipal budgeting. The purpose here is to master budgeting as it is actually practiced, including the role of the professional working in a political environment. The material will be presented through lectures, guest speakers, readings, exercises, field observations, class discussions and a budget simulation project.
